Pure-FTPd has one of the most complete implementations of the FTP protocol specifications. It includes the protocol basics, plus modern extensions like MLST/MLSD (extensible and mirror-safe directory listings).
You can run the server with privilege separation for paranoid security. Also, you can run it with 100% non-root, with its built-in emulation and virtual accounts. Transmission of cleartext passwords and commands can be avoided: Pure-FTPd has optional support for an SSL/TLS encryption layer using the OpenSSL library.
It supports the most-used features and commands of FTP (including many modern extensions), and leaves out everything which is deprecated, meaningless, insecure, or correlates with trouble. IPv6 is fully supported.
Pure-FTPd is actively supported and was always designed with security in mind, and the code is always re-audited as new kinds of vulnerabilities are discussed.
